So says Black Democrat leaders in Maryland.  The template seems to be that if you are black, you must not govern or even think of having a 'color blind' society, like judging people by the content of their character, NOT the color of their skin.  Maryland Lt. Steele, a Republican.  If you do, then you must be a racist.  The Democrat position is and has always been to promise the world to blacks and deliver little to nothing.  But it has been enough to garner over a 9 to 1 support for the party.  Which brings us back to the proposition of 'shall we overcome' rather than 'we shall overcome.'
