Pretty low, and not surprisingly, the worst are in the big cities.  My guess?  Philly is where New Jersey goes to buy drugs.  The kids drop out early to start making a living on the street.   The clothes and the x-rated rap music seem to take priority and have more influence than school.   These are problems that aren't created in the classroom, nor are they fixed there.

Phila. graduates 55.5% of freshmen. New Jersey graduates a higher percentage of students from high school than any other state in the country - 84.5 percent. Pennsylvania's 79 percent rate exceeds the national average of 70 percent.
